Summary of Incident:
On 03/22/2019 at approximately 2228 hours Officers made contact with Joseph Higginbotham who allegedly had an active Arrest Warrant out of Vermont as well as an active Arrest Warrant out of New Hampshire. 
Joseph was arrested and transported to the Springfield Police Department for processing.

Joseph was cited to appear in Windsor County Criminal Court on 03/25/2019 to answer to the alleged charge of Fugitive from Justice. Joseph was subsequently lodged at Southern State Correctional Facility in lieu of $20,000 cash or surety bail.

Summary of Incident:

On 02/08/2019 Officers were dispatched to the area of the McDonald's for a report of a subject slumped over the wheel. Officers located the vehicle and made contact with the operator. The operator was allegedly Thomas Keck. Thomas was arrested and transported to Springfield Hospital.

Thomas was cited to appear in Windsor County Criminal Court on 04/02/2019 to answer to the alleged charge of DUI and Possession of Narcotic.

Defendant: Joseph R. Castricone age 52 of Vernon, VT



Summary of Incident:
Complainant reports hiring Castricone (DBA Vermont Vinyl) to replace gutters at his home in Springfield. Complainant alleges that after paying Castricone fifty percent as down payment the work was never done and no refund was ever made to him for the down payment. 
Contract was signed in early April of 2018 and as of the date of complaint, November 11, 2018 no work or refund had been done or made.
Castricone was cited to appear in Windsor County Criminal Court on May 7, 2019 to answer to the alleged charge of Home Improvement Fraud.

Summary of Incident:
On 3-16-2019 The Springfield Police were alerted by the Chester Police reference a possible domestic assault that had taken place. The victim alleged that the defendant physically assaulted her and then prevented her from contacting police. The victim was able to escape with her young child and travel to her parent's house where the police were notified. The defendant was later contacted and taken into custody without incident.
Menard was cited to appear in Windsor County Criminal Court on 3-18-2019 to answer to the alleged charge of Domestic Assault and interference with emergency services.

On March 10th 2019 Officer were alerted to an alleged erratic operator traveling West on Vermont Route 11. 
Officers were able to locate the vehicle in the Springfield Plaza. The operator was identified as Gerald Weeks who was subsequently arrested for the alleged offense of DUI .
Weeks was cited to appear in Windsor County Criminal Court on March 26th, 2019 to answer to the alleged charge of DUI.

Summary of Incident:

On 2-24-19 Officers were summoned to the Springfield Hospital for what was believed to be an intoxicated male subject who had shown up to pick up a patient.  Hospital staff believed the male subject was intoxicated due to his manner of operation in the parking lot and abstract behavior. 

On arrival the defendant was identified as Daniel Gagnon.  Gagnon was put through field sobriety exercises and it was determined that Gagnon was allegedly higher than the legal limit to operate a motor vehicle on a public highway.

Gagnon was cited to appear in Windsor County Criminal Court on March 12, 2019 to answer to the alleged charge of DUI 2 Refusal.

Arrest - Possession of Stolen Property

Summary of Incident:

On 02/19/2019 Officers were given information about a possible stolen vehicle being in Springfield. On 02/20/2019 at approximately 0032 hours Officers observed the stolen vehicle on Pearl Street.

A traffic stop was conducted and Trevor Augustinowicz was allegedly the operator of the vehicle. 

Trevor was taken into custody and transported to the Springfield Police Department for processing. K-9 AJ alerted on the vehicle and a search of the vehicle revealed numerous bath salt and heroin paraphernalia.
Trevor was cited to appear in Windsor County Criminal Court on 04/16/2019 to answer to the alleged charge of Possession of Stolen Property.

Arrest - Disorderly Conduct

Defendant: Timothy Decelle, 38, Springfield VT


Summary of Incident:
On February 27, 2019 the Springfield Girls Varsity Basketball Team was playing the Bellows Falls Girls Varsity Basketball Team as a part of playoffs. The game was intense and the patrons were actively involved in cheering on their respective teams. After the Springfield Girls Varsity Basketball Team won, an alleged fight broke about between patrons. 
During this time it was unknown who or how the altercation allegedly started. As parties were broken up it was advised that one subject was punching kids. When this subject was pointed out he was contacted by officers and allegedly began offering statements and resistance. 
This subject was later identified as Timothy Decelle and was detained while the investigation continued. Allegedly several subject advised that Timothy was the cause of the disturbance and the subject allegedly punched was allegedly not willing to come forward. 
Decelle was later taken into custody for the alleged crime of Disorderly Conduct.
Timothy Decelle was cited to appear in Vermont Superior Court, Criminal District, Windsor Unit on April 23, 2019 to answer to the alleged charge of Disorderly Conduct. 
Decelle was released from the custody of the police department to the custody of Springfield Probation and Parole.

Seth was cited to appear in Windsor County Criminal Court on 04/16/2019 to answer to the alleged charge of Simple Assault.
