Arrest - DUI #2; Negligent Operation; Excessive Speed

Date of Incident:  27 December 2017
Defendant:  Matthew Whalen, 23, Springfield, VT

Whalen was observed traveling at 87 MPH in a posted 40 MPH zone. Whalen kept operating at a high rate of speed and went off the roadway on the Exit 7 Southbound On-Ramp. 
Investigation revealed that he was under the influence of alcohol at the time. He was processed and released on a citation to appear for the alleged charges.
Whalen was cited to appear in Windsor County Criminal Court on January 16, 2018 to answer to the alleged charges

Defendant:  Joseph Stocker, 53, Springfield, VT

SUMMARY OF INCIDENT: Springfield Police were dispatched to Mineral St. in Springfield, VT for a report of threats. Upon investigation, Joseph Stocker was taken into custody. 

Stocker was cited into Windsor Superior Court-Criminal Division for alledged 1st Degree Aggravated Domestic Assault X4, Second Degree Aggravated Domestic Assault X3, Burglary, Interference with Access to Emergency Services, Possessing a Weapon in the Commission of a Crime, Reckless Endangerment, Disorderly Conduct, Unlawful Restraint and Unlawful Mischief.

Stocker was subsequently lodged at Southern State Correctional Facility in Lieu of $40,000 cash or surety Bail and was cited to appear in Windsor County Criminal Court on December 26, 2017 to answer to the alleged charges.

While investigating an unrelated matter, Springfield Police received information of a possible violation of conditions of release. Upon investigation Chelsea Ovaitte was arrested for allegedly violating her conditions of release.
Ovaitte was issued a citation to appear in Windham County Criminal Court on February 13, 2018 to answer to the alleged charge .

Defendant:  Melissa Nunn, 35, Springfield, VT
Springfield Police were dispatched to Commonwealth Ave.. in Springfield, VT for a report of a citizen dispute. Upon investigation, Melissa Nunn was taken into custody for alleged 1st Degree Aggravated Domestic Assault, Possessing a Weapon in a Crime, Disorderly Conduct and Reckless Endangerment. 
Nunn was later cited into Vermont Superior Court-Criminal Division, Windsor Unit to appear on December 26, 2017 and released.

Defendant:  Angel Hammerle, 31 Springfield, VT
Hammerle was cited into court for allegedly violating her conditions of release pertaining to counseling and curfew.
Hammerle was issued a citation to appear in Windsor County Criminal Court on December 26th to answer to the alleged violation.

Defendant:  Jeremiah J. Webster, 40, North Springfield, Vermont
Springfield police responded to investigate a minor, rear-end traffic collision at the intersection of Routes 11 and 106. Investigation revealed that Webster had been operating under the influence of alcohol at the time of the collision.
Webster was issued a citation to appear in Windsor County Criminal Court on January 9, 2018 to answer to the alleged charge.

Defendant:  Howard George Richards, 30, Charlestown, New Hampshire

Richards was issued a citation after an investigation revealed probable cause to believe that he repeatedly harassed an ex-girlfriend by sending obscene, disparaging, and threatening messages to her through Facebook.
Richards was issued a citation to appear in Windsor County Criminal Court on February 6, 2018 to answer to the alleged charge.


Arrest - Leaving the Scene of an Accident

Defendant:  Mary Garfield, 30, Springfield, Vermont

On 12/21/2017 at approximately 0614 hours Officers were dispatched to the Penguin Mart for a motor vehicle collision. The victim advised that the vehicle that struck hers had driven off. Through an investigation it was determined that Mary Garfield was the operator of the vehicle that fled the scene. Mary issued a citation for Leaving the Scene of an Accident to appear in court at a later date.

Defendant:  Pamela Runnells, 33 Springfield, VT

Runnells had contact with police and was found to have an extraditable warrant out of New Hampshire for allegedly possessing heroin.
Runnells was lodged at Southern State Correction Facility in lieu of $5000 cash or surety and arraigned on December 21st.

Arrest - Conditions of Release Violation

Defendant:  Evan Willey, 23, Springfield VT
On 12/17/2017 at approximately 1003 hours Officers were dispatched to the area of 30 Main Street for a report of a citizen's dispute. Following a short investigation it was determined that Evan Willey had gotten into an argument and left his residence. Willey was located walking down Main Street and upon Officers speaking with him he took leg bail down Main Street and up Park Street. 
Willey was taken into custody on Park Street and arrested for Violation of Conditions of Release. Willey was transported to the Springfield Police Department for processing and issued a citation for the Conditions of Release Violation to appear at a later date.

Arrest - Disorderly Conduct & Unlawful Trespass

Defendant:  Mary Schaefer, 58, Springfield, Vermont 
On December 13, 2017 Schaefer allegedly called the Springfield Police Department and advised dispatch that she was going back to the Carr residence where she was allegedly told to leave and not go back. She allegedly told the police department that she was going so that she would be arrested. 
A short time later the police responded to the Carr residence where allegedly Schaefer was refusing to leave and being disorderly. Schaefer was arrested for allegedly refusing to leave and being disorderly and was subsequently lodged at Southern State Correctional Facility-Springfield  on $500.00 cash/surety bail and hold until 0.000% BAC

Sobriety Checkpoints



The Springfield Police Department will be conducting sobriety check points in Windsor County during the month of December to make the Christmas and New Year's season safe for the motoring public.

Arrest - Attempted Retail Theft

The defendant was issued a citation to appear in Windsor County Criminal Court on February 13, 2018, for Attempted Retail Theft after allegedly being caught concealing merchandise in her purse at the Dollar General store.

On 12-9-2017 Officers stopped a vehicle for an alleged traffic violation. It was determined that the operator was allegedly under the influence of alcohol. The operator was arrested and processed without incident.
Nutting was cited to appear in Windsor County Criminal Court on December 19, 2017

Defendant:  Brenda Kennett, 53, North Springfield, Vermont


On December 9, 2017 the Springfield Police Department was called with the complaint that Kennett had allegedly driven away from her residence in her own car, after being very unsteady on her feet. It was reported that Kennett was allegedly impaired. Upon arrival of the area, Kennett was allegedly located back at her residence. Through investigation, Kennett was taken into custody for allegedly having driven her car while under the influence of alcohol.
Kennett was cited to appear in Windsor County Criminal Court on December 19, 2017 to answer to the alleged charge.

Arrest - Identity Theft; Fraudulent Use of a Credit Card; Illegal Possession of a Credit Card

Springfield Police received a complaint of a credit card fraud. Upon investigation, Justin Farnsworth was cited into Windsor Superior Court-Criminal Division on February 13, 2018 for alleged Identity Theft, Fraudulent Use of a Credit Card and Illegal Possession of a Credit Card.

Defendant:  Miles Wood, 55, Wilder, Vermont
A vehicle allegedly driven by the defendant was reportedly observed being operated over the yellow center line multiple times on Routes 5 and 11 in Springfield, Vermont. Concerned motorists alerted police. The vehicle was subsequently located and stopped. Following a roadside investigation, the defendant was cited to appear in Windsor County Criminal Court on January 30, 2018 for alleged Negligent Operation.
